This is so exasperating! Would you believe that the file is now opening with no errors?
The only thing I did was detached all reference files that were not blocked from detaching by a Civil dependency. Now why my colleague was able to do this without that extra step will have to remain a mystery. When something starts working all we can do is be thankful and move on.
