We use PowerSurvey for all of our survey processing. The price is really reasonable and you can export to DWG or to LandXML. If you get on the Select Maintenance program, you can use Ss2 (or Earlier) or Ss4 versions. We found the InRoads Survey interface easiest to learn and the workflow, once learned, can be brought into Open Roads Survey. The type of files it reads is extensive and customizable.
Additionally, many of the DOT's in the US use the software and one can download their support files as a starting point to customize to fit other needs. This is easier than starting from scratch.
We use both InRoads and Civil 3D and all of our survey data starts in Power Survey.
