I believe this is happening because the .xin file is not set to load automatically in the test.dgn lib file. Reopen the test.dgnlib and in Inroads Explorer go to file - project defaults. Here set the .xin setting to point to your .xin file and click apply. With this set up I believe is should work. Below is also a link showing where to set it in the project defaults.
