IRSS2 - Conditional end conditions - display rules or priorities?

I am trying to build a template with four different conditions to determine the location of where & how it ties to existing ground.

If "Backfill" <= 6'
If point "BB" would be INSIDE of the RW (feature controlled), draw slope to point "BB" on existing ground
If point "BB" would be OUTSIDE of the RW, Draw slope to 1' inside of RW and draw vertically (up) to existing ground

If "Backfill" > 6'
If point "BB" would be INSIDE of the RW (feature controlled), draw slope to point "BB" on existing ground
If point "BB" would be OUTSIDE of the RW, Draw slope to 1' inside of RW and draw vertically (up) to existing ground

In criteria, this was no big deal. If-Then statements made this sort of conditional testing very simple. Now I'm not so sure how to go about this. I've seen posts that indicate I do not want to mix display rules with end conditions, but that seems like the only alternative to an If-Then there is in InRoads. Just relying on an end condition to solve doesn't seem to be the answer because all of these options WILL solve (they just may not solve correctly).

I'm sure I'm missing something crucial in my understanding of templates and template logic, and I'm still figuring out how all the constraints work. I'm attempting to use Project to Surface -> Up, but it still draws downward (if that would stop happening then maybe my templates wouldn't solve incorrectly and priority could do it's job). For what it's worth I have attached my template. I know it's a mess and that I'm trying to mix too many controls. If someone could please help me understand what NOT to use in combination, I'd very much appreciate it.
