[OR] Project to surface causes the component to follow the surface

Using Geopak SS4 .878.

My goal: Find the surface created by cutting a 7% slope from the proposed top of bank of an existing ditch. The proposed top of bank is 3' above the existing flow line. 

My approach: The template's origin is the existing flow line. I have a point (point1) locked at 3' above that flow line, and the other constraint is "Project to Surface" to the right. From this point I have an end condition that seeks the active terrain on a +7% slope, at the end of which is point2. 

Relevant details: I have only one component, and this one component has only two points. Point1 has all EC properties blank. Point2 is constrained by a 7% slope and an arbitrary vertical offset of 2.9 feet.

My observation:

When point2 is set to Check for Interception and Place Point at Interception and End Condition is Infinite, there is no solution to the end condition and the template as processed includes only point1.

When point2 is set to End Condition is Infinite (with the others turned off), point2 is located by the 7% slope on a 2.9' climb, but the component between the two points is not a straight 7% slope: the component follows the active surface up to the lateral position of point2. 

Attempt at workaround:

I made a point3 that uses point1's original constraints. Point1 now locks to the position of point3, so no longer uses project to surface. If point2 has all three interception options set, I see the same behavior as in my first trial where point2 was not found and there is no component. If point2 has only "end condition is infinite", this time it's a straight line at 7% up 2.9 feet, but it is never longer or shorter than that.
