I can say this is 100% true. In straight up Microstation, if you had several elements on top of or close to each other, you could tentative snap and if you got the wrong one you could tentative snap again and it would cycle though to the next closest element. This is not the case when using OpenRoads tools. I am using 878 and still see the same behavior in this version.
I have not tested the use of Microstation tools given the same procedure stated above but I can say for sure that using the rules geometry tools the tentative snap behaves differently than it used to.
