Based on that scenario it sounds as if all that was set was a configuration variable that pointed the correct SMD file when you opened up a DGN file. You would just go to workspace>configuration> and add or change the following variable, GPK_SURVMNGR_SMDFILE, to the path where you have the SMD file you want it to always use. The other thing would be that they made sure the variable, MS_CELLLIST, included the cell library you use. I think then you could just go into a DGN file, open cogo, and import points.
