So the Linked Features are used to grab the Point Features, while exported component styles converted to Element Templates are where the component styles come from. But if I need to edit a Native Style for use in Open Roads and am using a local XIN vs the one linked to the DGNLIB, I can link my current XIN to the current file.
Clearly, it is really imperative that the Native Styles be worked out before doing a lot of DGNLIB Feature Style work, or you will be reinventing the wheel over and over.
