Understanding Geopak scaling/exaggeration sometimes feels more complicated than it should be.
Your profile cell and drawn profile actually DO agree in scale - if you break it down to the lowest common denominator. I worked with a guy who (for whatever reason) liked to set his profiles up at 30H:6V. I preferred a simpler (for me) 5H:1V. The profiles turned out identical, even though the profile cells listed our respective factors. Here's what I think is happening:

When Geopak gets our exaggeration H:V, it is NOT multiplying Horizontal by H and Vertical by V!
It would appear to DIVIDE H by V to get one number (I'll call it R). Then it applies R as the vertical scale factor.
So in your case, it's taking your 10H:2V. Divides 10 by 2 to get 5. Applies a scale factor of 5 to your vertical.
Geopak isn't adding some funky 2.5 factor to your 2V. it just looks that way.

I've run into this ratio thing a few times with more than one Geopak tool, and that's how it's kind of been explained to me, and how it seems to work for me. But ratios and proportions never were my strongest math skills...
