Is it different? Yes.
Does it offer all the features of the site modeler? Well, I have not use the site modeler enough lately so I am not the one to comment on that.
Have you watched any of the videos? There are a lot of tools that can help get a site modeled. One thing that takes some getting used to is how you might make a number of terrain models that eventually become the full site. Also, it is important that you define certain feature settings so that the output of process A can be used as input for process B. On the plus side, you can change a Feature Definition's settings and where ever it is used, those changes will refresh the model and you may find a feature that was not acceptable for input is now available.
