Points within a horizontal alignment include an elevation. This elevation is usually defined by the Geometry Plot Height. So when the alignment is edited it assigns the current plot height. If you have variable elevations then the elevation was assigned either from cogo points (i.e. the alignment was created with ICS type commands) or by a command like Utilities > Assign Elevations. If you want all of the elevations at zero then use the Utilities > Assign ELevations and set the value to zero.
Also, this behavior is not new! It has been in the product for many releases.
