The superelevation lanes are intended for a roadway type of design where you have lanes with certain widths for computations to create offsets and have a cross slope of the road. Review the video on the Superelevation Lanes:

I don't exactly follow what you are asking about the rails and why this would be used for rail rotation. Are you trying to apply cant for the rotation? What exact product are you using? Bentley Rail Track Suit SELECTseries4 is available and cant is computed with the same cant editor tools and the superelevation in the OpenRoads tools will read the opened ALG to apply the cant. But I see that you have tagged GEOPAK so I wasn't certain which product you are using when trying to compute rail cant/super.
