Scalable Terrain Models can be made and edited (masked) in Bentley Descartes. This is a plugin above you're Bentley product.
I hope I understand you correctly. You want to drape an aerial image (without the lose of quality) over an OpenRoads terrain model or MicroStation object (like a mesh, solid or Surface). You use the Luxology Render Engine which is a part of you're Bentley product. With the dcdrape material, the quality of the draped Aerial photo decreases.
Not so long ago I made a screenrecord of a method where an aerial image is transformed to a texture. As a texture, the photo will be rendered without the lose of quality:

I features versions of MicroStation I heard the quality of the dcdrape material will be improved.
