In InRoads Storm & Sanitary, the inlets have a Connection Point option for Center, Inside, and Outside. Center is center of vault, Inside and Outside are the center of the Inside or Outside wall respectively.
The ability to specify a user defined connection location to a vault is functionality that was added in the Subsurface Utility Design and Analysis product.
