Can you please change the DWG version to 2013/2014/2015 in the save as options, "Save Settings" by "File > Save Settings" and then try to publish the drawings. Also, have you attached any border file to the layouts? Can you check if using a default layout page you are able to get the dwg's correctly? Also, please make sure you are using following seed files (image) in "Configuration" (MX Menu > View > Configuration)
So the steps go like : 1. Make sure the below seed models are used in "MX Configuration".
2. Change the "Save As" setting for dwg to dwg versions 2015.
3. Select the concerned layout, save the .apl, and then publish the drawings to dwg
