Here are some commonly encountered issues:
My money is on this one: Check your DGN file for the presence of a global origin shift. A GO shift can cause subtle problems in OpenRoads generally. In SUDA the problems are VERY dramatic.
You will want to have newly constructed seed files for anything you do in OpenRoads. ("Newly" meaning you made new ones when moving to openroads and not ancient V7 files which have been patched up thru the years. ) Any cruft lurking in seed files, some of which is not easily detected, causes stability issues in OpenRoads.
There is also a SUDA bug which can contribute to problems but not, in my experience, cause the problems you describe. In your hydraulic seed file, you may define units as US Survey foot. But when you start the SUDA project, the units are international feet. These are the units defined in SUDA>Project Defaults which I refer to. You will want to reset these units after creating the utility project and before adding any elements. Hint: the Load Settings button is the way to do this quickly and painlessly.
