It looks like you have overlapping point controls for the point EP_R_R. The photo below is what the two point controls looked like when I opened your files. One of them has Plan Element blank, and both of them go from the beginning to end of the stationing.

I added the curved plan element, REoP45, to the PointControl on the right, and changed the stationing as below.
