Hi Atif,
Try to change the seed files in MX, for this, go to "View > Configuration", the "MX Configuration" dialog box is displayed. Go to the tab "File Management" and select the seed files as in the image below. The location of the seed files is C:\ProgramData\Bentley\MX V8i (SELECTseries 4)\WorkSpace\System\seed. Save the setting (CAD menu > File > Save). Exit out of MX. Start MX. Try to layout pages again.
