I don't think you can do what you want that way.
1. If I remember correctly the LOAD_INROADS_SS2 variable (and the other variations) have to be defined at either the System or Application level of your configuration. Defining them once MicroStation is open sets them at the User level and doesn't have the desired effect.
2. Starting with the SS3 release you cannot load the civil products from within MicroStation by issuing a simple MDL command keyin. The only way to launch them is by selecting the InRoads or GEOPAK desktop/start menu icon.
One way this might work is to develop a script/macro that starts the desired product by issuing a call to the Target command found in the desktop icon, then closing the current session of MicroStation you are in.
