Dan, did you ever find a tutorial or solution for this within GEOPAK/OpenRoads? I'm looking to learn to do something like this as well. We currently export the TIN to work with in AutoCAD Civil 3D, then bring it back to MicroStation. But I'd be interested in learning how to do it directly within MicroStation and cut out the extra step.
