Error reading idf file in Storm and Sanitary

Let me preface this by stating that I know that S&S is being replaced by SUDA, but at this time the profile generation capabilities for plan creation in SUDA are essentially non-existent so I must continue using S&S.

Using Powerinroads 8.11.9.878, I intermittently get an error when running a storm and sanitary model that starts it cannot read the IDF file.  I do not get this error all the time and I do not get it in earlier SS 2 releases.  Here is some of the output of my S&S design log"

Designing inlet CB 3-1
Error reading from file C:\Users\clint.merrell\Desktop\i_rainfall.idf
Error reading from file C:\Users\clint.merrell\Desktop\i_rainfall.idf

The error occurs at different points in the model run, seemingly at random. Sometimes I can get it to run the entire model with no problems. but more often I get the error and the model stops processing.

I have tried moving the .idf file to a location where I know I have read and write access as an admin, both on network drives and on my primary hard drive.

I'm running windows 10 64-bit.

Anyone have any ideas on how to fix this issue?
