RE: What is the difference between Power InRoads, InRoads or Suite InRoads???

Fundamentally they are all very similar.

Power Inroads has the CAD engine embedded in to it, Inroads needs to sit on top of an installation of Microstation.

InRoads Suite contains all the InRoads design modelling capabilities, plus, Bridge, Survey and Survey.
