Thank you for sending me all of the files. I was able to change the design stage once I had all of the reference files. I specifically needed the Planimetric.dgn. I changed the Design Stage to 1 - Preliminary as well as 7 - Final Linear Features. It look awhile to process, but it did process on my machine. I did not receive the Properties Window that you indicate in your first post. I am happy to try changing it to a specific Design Stage if you'd like.
It seems as though this has a lot to do with processing times. There are certain suggestions provided through this link here to shorten processing times: http://communities.bentley.com/products/road___site_design/w/road_and_site_design__wiki/30090.video-corridor-processing-optimization-tips-and-techniques. Take a look at the video starting around 18:30 and ending at 21:10. This is tip number 11 from the PowerPoint. The main suggestion in the video is using Component Display Rules instead of clipping references. Clipping references to corridors drastically slows processing times. I suggest incorporating some of these tips in your project.
