The ROW file was from our surveyor. We finally figured out that it was some sort of workspace issue. When we switched from the regular workspace to no workspace and then back to the regular workspace, it no longer crashed out on me. I don't understand the behind-the-scenes workings of Microstation enough to know what got reset in the process.
