We had someone contact the Geocoordination Services and they said there is no reason why we could have ever gotten good resolution data for Australia. They just don't have the information so the images should not have good resolution. Perhaps some specific area happened to have high resolution photos but definitely not the norm.
There’s a site of USGS from which we can get data outside the US, however it is not consistent…. And most of all, the GeoCoordination Service doesn’t index these datasets.

Currently, when searching for data around Melbourne, Australia, nothing is found on this site. We did a quick test.
The only explanation would be that USGS, at some point, indexed some data for this region and then they remove it?
We have no control on what USGS is providing…. We simply index what they offer.
