What is the specific version number of MicroStation and GEOPAK that he has on his computer? There should be no issues with running GEOPAK or MicroStation on Windows 10. When you describe tabs not showing up, are you describing the list under Browsers like in the screen capture below? If he would like all of them to display, they should all be set to True.
What functionality do you believe he is missing under the Civil Tool tasks? A screen grab of this would be helpful.
