Hmmm ... interestingly, that is happening to me right now too and I can's seem to get that Tools Dialog to open for anything. I happened to try and go there a couple weeks ago and saw that it was failing. It worked fine before that. I started wondering if it was because I have the EAP OpenRoads Designer stuff loaded. That's really the only thing that I've installed that might be related in some way.
