Does this issue occur will all user and all design files?

In troubleshooting, if you have not, could you create your design file from C:\ProgramData\Bentley\GEOPAK (SELECTseries 4)\WorkSpace\Projects\Examples\Bentley-Civil-Imperial\seed\Seed2D-GEOPAK-Imperial file. When you launch the product select User: examples, Project: Bentley-Civil-Imperial, Interface: Bentley-Civil.
