How to intersect Proposed Earthwork to proposed Subgrade bottom

Dear Sir,

When I design Earthwork, the toe intersects to the existing ground in fill section,it is OK. But when it goes through cut section than earthwork toe did not intersect with subgrade bottom level under the ground.
