I don't recall my exact workflow and I did not think I was using the referenced civil geometry for anything other than its display. Our files need to be drawn and annotated at 20 scale while everyone else is using 40 scale. So I still needed to use our copy of the alignments and annotation and not the file that was causing all of my issues.
My solution was to detach the 2D file and attach our version with 20 scale annotations. BTW, our file was all displayed using Native Geometry (InRoads only) tools, so it had no Open Roads objects. And when detaching the 2D file, we got no warnings about any dependency on Open Roads objects - which sort of confirms my belief that we were not taking advantage of any part of that files Open Roads objects.
