 I have had a lot of experience with the DOT's microstation. I have the exact same thing here, but I cannot get the smd files to do what I want them to or the cell library for that matter. It will work for one drawing, ever, and then it loses the settings. And it will draw all the symbols in really tiny. It will then it go directly back to just drawing default crosses. I can use the DOT's software and I don't have to mess with the preferences.....ever. I don't have to do a dataset, or mess with a prj file. All I have to do is open a dgn, open cogo and use the import ascii points command and they come in everytime. I test mine here and all I do to see if it works is store a point in the gpk, and it will not draw the coded symbol. Some how I cannot get the settings correct here at my office. It is very frustrating. I am not sure there is a solution......

You can simply attach the cell library to the dgn file you are using and open up the SMD file through survey menu project preferences and make the edits. I would think the DOT already set each point code feature up so you should not have to do much if you use the same feature code names that they do. Once you have pointed your project preferences to the smd file and the cell library is attached to the dgn then the rest is in survey. Set up a dataset, import the data file, process/reduce it and then import to the gpk at which time the data gets drawn in the dgn file.
