Between this post and a chat with one guy in WV, I am able to do what I need. I had to save a profile from Surface. I had to create features by draping elements onto my existing surface. Once I had those features in my surface, I was able to Point Control the whole thing, horizontally and vertically.
Our DOT has a decent looking library of features, but it's only offered as an option (not a requirement). As it is, our Survey doesn't come populated with those features. The information is all in the DTM/Surface but it's not broken out into discreet elements. Don't ask me how it all happens - they give me a file and I don't question the magic...
I'm still not sure I'm using this the right way, but at the moment I'm getting the results I need.
