You need to verify that there is a geopak.cfg file located where you installed Microstation in the Microstation\Config\appl folder. Then look at that file and make sure it points to where you installed GEOPAK. If the file does not exist then you will need to go to where you installed GEOPAK Site and copy the geopak.cfg file that is in that folder and place it in the microstation\config\appl folder.
Another reason it may not show up is if you are setting the MS_DGNAPPS config variable somewhere in your workspace. Typically you may be using the '=' sign to set that variable which makes it overwrite our geopak.cfg file that is also setting it. We recommend using a '>' or '<' sign instead of an '=' sign as we do in the geopak.cfg file.
