All the civil programs should share the same OpenRoads tools. Since you are working on the initial release of MX SS3, it is very likely this was added into the program after that first version was released. If you would like to utilize this tool, you will need to upgrade to the latest version of the product. The current version available on the Software Fulfillment Center is SELECTseries4 08.11.09.878.
