I am more a MX user, but I used PowerCivil 8.11.9.878 for the following - is this what you are trying to achieve? The red arrow points to the lane position W1, and the yellow arrow points to the lane position at W2.
I used OpenRoads horizontal tools to create the data, and then exported the data to ALG. I am not sure if these tools are available in InRoads v8.11.7.536, but I wanted to check this is the required result. Note the 25m tangent in the middle can be any length you specify.
If this is not what you want, please show a diagram to explain the situation better.
