How to create 3D contour based on contour shape file?

The goal is to create a terrain under the condition that survey data is not available but contour shape file is available.

I know Bentley Map can convert contour shape file to 3D contour. My question is: without Bentley Map, is there a way to edit the attribute of Geometry Segment Elevation value, making it equal to contour elevation in contour shape file for all contours by VBA programming or other methodology available in Open Roads, Inroads or GeoPAK?
