The .survey file is an XML file. There is a utility that works a lot like the XML Reports in InRoads where you can select a Style Sheet (*.xsl) to view the XML .survey file as the style sheet reformats it. The same place I found the utility also has sample style sheets, including one to create a TDS RAW file. There are isuues with how it wrote attributes, but with my skills honed on InRoads XSL files, I was able to modify it to write the attributes in the format the TIW file expected.
I also believe that the Data Collector can save a .survey as a TDS RAW file, but that approach also writes the attributes in a non-standard format. From what I recall, it used some type of non-printing character where a space or tab should be. This issue was what had me looking for another approach and thats how I discovered the *.XSL tool.
