Once Subsurface Utilities is installed, the commands and options are placed within the Power CAD portion of the product. Instead of trying to disable Subsurface Utilities by deactivating any configs or remove dgnlibs, I would suggest an uninstall and reinstall of PowerGEOPAK with the Subsurface Utilities option disabled when going through the installation wizard so these tools are not installed on the machine. The same goes for InRoads or MX users as well that do not want these options installed.
