It sounds as though your XIN is set to read-only.
1. You can try to open the InRoads Explorer and go to the Preferences to locate the XIN which is currently loaded. Right-click on the path and see if you can change the option to Read-Write.
2. If it will not change, it could be a permission in the folder structure which the XIN exists. You can change permissions to these folders (utilizing the InRoads explorer to locate the opened XIN and the folder structure.
3. Move your XIN to a location which you have read-write privileges and point to that XIN through the Project Defaults to load that particular XIN on startup.
