When creating models of utilities using the Extract Utility From Graphics command > Filter method, the extraction fails when the source graphics are in reference file.

The dataset has the required filters and feature definitions embedded in the files. The dataset includes the cell library you need to add to configuration.
Test 1
- Open file Utility Model Water.dgn and start the Extract Utility command
- This file has the Utility Base map attached as reference.
- The terrain model is also attached.
- Run extract utilities command with filter named AA Water Line Ex
- Notice that when it runs the progress bar runs thru, it shows creating links but never shows the progress of finalizing rules.
- It finishes prematurely and there are 120 water lines shown in flex tables but only a handful created in the DGN file.
Test 2
- Open file Utility Model Water Merged.dgn
- This file has the water line graphics merged into the DGN
- The terrain model is in reference.
- Run extract utilities same as above, but you will notice it runs a lot longer.
- All 120 water lines are created in the DGN file.
Test 3
- Open file Utility Model Water Merged 2.dgn
- This file has water lines merged
- The terrain model is in reference
- Run Extract Utility command EXCEPT use filter named AA Water EX which includes the hydrant and valves in addition to the water lines
- The nodes are created but then the processing stops prematurely and does not create any water lines.
